U.S.-Singapore Leadership Development Exchange Program

This contract action was not awarded competitively. The contract is a Firm-Fixed-Price contract awarded on a sole-source basis pursuant to FAR 13.106-1(b)(1), as the Contracting Officer determined that only one source was reasonably available to satisfy the Government's requirements. A Notice of Intent to Sole Source was published to provide interested vendors an opportunity to submit capability statements. The Government reviewed all timely responses, as well as a late submission as part of its market research, and determined that no alternative source sufficiently demonstrated the capability to satisfy the Government's requirements.
