The requirement could not be competed because co-location of U.S. Secret Service personnel in the same secure facility was mandatory to ensure continuous protective coverage, rapid response capability, and compliance with established security standards. The selected hotel was the only facility that met mission-specific co-location and security requirements and had the necessary availability during the period of performance.
