AIR POUCH HANDLING SERVICES FOR INCOMING INTERNATIONAL DIPLOMATIC POUCH

The Embassy of the United States of America invites you to submit a quotation for Air Pouch Handling Services for Incoming International Diplomatic Pouch. A pre-quotation conference will be held on 14 August 2024 at 9:30 a.m. (Manila time), at the GSO Building, Seafront Compound, Roxas Boulevard, Pasay City. Request for access clearance must be submitted through email address ManilaContracting@state.gov on or before 9 August 2024, no later than 1:00 p.m. (Manila time).

Request should include the name/s of your company’s representative/s (limit to two), vehicle make/model/color/plate number and name of driver, if any. Access to the Embassy facilities will not be permitted without prior access clearance. Submit any questions you may have concerning the solicitation documents in writing to the Contracting Officer via e-mail address ManilaContracting@state.gov on or before 19 August 2024, no later than 1:00 p.m. (Manila time).

Quotations are due by 4 September 2024; 4:00 pm (Philippine local time). No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted. Your quotation must be submitted electronically to ManilaContracting@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB.

If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each. In order for an offer to be considered, you must complete and submit the following:

SF-1449 cover page (Blocks 12,17,19-24 and 30 as appropriate) Section 1, Pricing Section 5, Representations and Certifications Additional information as required in Section 3 Proof of SAM Registration Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
