The requirement is to provide legal services from Squire Patton Boggs (SPB) for a period of one (1) year for Bratislava New Embassy Compound (NEC) site acquisition at the request of the Bureau of Overseas Buildings Operations (OBO) in Bratislava, Slovakia. Total estimated dollar value for the entire period is $ 52,000. These supplies/services require that legal services be supplied to support the site acquisition for OBO and the Department.
This will allow the Office of Acquisitions and Disposals to complete the NEC site acquisition. The requiring office, OBO/PRE/OAD/SA, has concluded that Squire Patton Boggs is the only firm reasonably available under the circumstances to continue to provide continuity of legal services.
Hiring another firm would cause a loss in continuity of legal services and, (1) seriously impair the USG’s ability to obtain timely legal guidance informed by complete knowledge of the transaction documents and negotiation history of the past five (5) plus years, and (2) entail a large duplication of effort in order for another firm to assimilate all of the requisite knowledge of the multiple transactions, thus eliminating any potential cost savings of such other firm, while also improperly and unduly diverting the attention of OBO and L employees from other critical projects in order to support a duplicative effort.
Rehiring the same law firm, Squire Patton Boggs, is crucial to completing the transaction and obtaining approved plans from the City for the selected NEC site. The contractor has continued to provide a below market rate for their services and hiring SPB will help save innumerable hours of extra work and money that would be required by a different law firm to review multiple years of information on this very complex site assemblage.
SPB has been instrumental in fostering relationships with the four sellers and their law firms involved in this multi-parcel NEC site assemblage, the City of Bratislava, the City Department of Transportation, the MFA, adjacent landowners and developers. Switching law firms now would potentially alienate multiple parties and cause undue expense and time.
No market survey was conducted as rehiring the same law firm, Squire Patton Boggs, is crucial to completing the transaction and obtaining approved plans from the City for the selected NEC site. Other major qualified law firms in the city have worked for sellers on the other side of the transactions.
