Repair/Upgrade of Low Voltage Switchboards, US Embassy Islamabad, Pakistan This is a notice of intent to award a sole source purchase order. The Department of State intends to award a sole source purchase order to Eaton Electrical Services and Systems. The firm fixed-priced order will provide for the repair and upgrade of the low voltage Eaton switchboards, to include Programmable Logic Control System (PLC), currently installed in the U.S. Embassy Islamabad.

The contractor will perform upgrade work at site by replacing hardware/software to ensure the system operates per the design sequence of operation; install any components and wires in anticipation of the hardware upgrade; add new relays and Front Operator Panel; Install new style 83 relay with electrical interlock instead of mechanical interlock; Install new Modicon PLC.

(Same family for all the Eaton low voltage gears M580); Add wire interlock for the E, U and Tie breaker; Add 3 metal breaker blocking plates on E, U and Tie breaker close button; Supply a 3 KV transformer to move the UPS outside and New 9X UPS.

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and 13.501(a), the government has determined that Eaton Electrical Services and Systems is the only responsible source that is able to repair and upgrade the equipment, with the understanding that the Eaton as the designer and supplier of the equipment is the only vendor authorized and qualified to provide the repair and upgrade services. This is not a request for competitive proposals and no solicitation is available.

All responsible sources may submit a capability statement, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required services within fifteen (15) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
