The American Consulate General Frankfurt hereby provides the following Combined Synopsis and Solicitation for: Cell phone services for the U.S. Embassy Bujumbura, Burundi on behalf of the Office of Security Cooperation (OSC). All interested companies shall review the solicitation and offer services in accordance with the specification provided in this document. This solicitation may result in the issuance of a one-year contract with (4) options to extend.
The evaluation of offers will be based on the comparative evaluation approach. It is the offeror’s responsibility to prove that the service it is offering meets the requested specifications. Each offeror will be responsible for determining the amount of labor that will be required to complete the services, and for pricing their proposal accordingly. Further, each offeror is responsible for furnishing complete information to its subcontractors. Subcontractors shall not be referred to the U.S. Government concerning the requirement.
Synopsis: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is 19GE5025Q0022 and is issued as a Request for Quotations (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 effective August 7, 2025. This requirement is using simplified acquisition procedures.
