Amendment 001 dated, January 29, 2025: Amendment to add responses to Q&A (please see attached document). FSI is actively seeking contract Counselors to counsel participants during the March 2025 JSTP session. JSTP’s overall aim is to help individuals identify ways to satisfactorily move into retirement from the federal government and to develop a plan for dealing with the transition. The program utilizes a variety of presentation formats.

Contract Counselors work during the first month, the structured segment of the two-month program, and their work is complete at the end of the final program evaluation meeting. A second month of enrollment is provided for independent pursuit of transition activities and job search, for Foreign Service personnel only. The Department of State has a requirement for five (5) Job Search/Transition Program (JSTP) Counselors.

Purchase/Delivery Order award will be made to five (5) counselors providing the Lowest Price Technically Acceptable (LPTA) quote for the requirements listed on the attached Performance Work Statement (PWS). A sample schedule will be provided to JSTP counselors upon contract award.

Questions concerning this solicitation are due to the Government by Monday, January 27th, 2025, at 12PM EST. Quotes are due in response to this solicitation by Friday, February 7th, 2025, at 12PM EST. Please note the following cancellation policy: Should the Government’s needs change and the services offered via purchase order are no longer required, purchase orders may be cancelled.

In the event of a cancellation, every effort will be made to give the Contractor a notice of 5 business days prior to the scheduled beginning of performance. In the event of cancellation, the contractor will only be paid for actual documented costs incurred in the performance of services in preparation for the Program. In the case of JSTP postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s).
