This is a notice of intent to award a sole source contract to Advista for the Environmental Impact Study required for the New Embassy Compound (NEC) permit application in Brussels, Belgium. The study is a mandatory step in the regional permitting process and includes environmental analysis, reporting, and coordination with local authorities. Awarding to another vendor would result in delays and significant risk to the NEC construction schedule.
Continuity and regional expertise are critical to maintaining compliance with local regulations. This acquisition will be conducted under the authority of FAR 6.302-1, allowing for other than full and open competition when only one responsible source is capable of fulfilling the requirement. This is not a request for competitive proposals. Interested sources may submit a written response with clear and convincing evidence of their qualifications within eleven (7) days of this publication.
The Government will evaluate all responses, but reserves the right not to compete this requirement if it is determined that only one source can meet the Government’s needs. Responses must be received no later than May 21, 2025.
