This is a NOTICE OF INTENT for the Government to award a Sole Source Purchase Order for VHF Tier Two Handheld Radios from Federal Communications Consulting (FCC) on behalf of the Department of State, Global Tactical Communications Office (DT/EI/NT/GTC). The estimated delivery date is ninety (90) days after receipt of order (ARO).
This purchase order is to provide VHF P25 NX-5200 radios, UHF-1 P25 NX-5300 radios, UHF-2 P25 NX-5300 radios, KNB-L2M Li-ion 2600mAh (Standard) batteries and AES FIPS140-2 & DES Encryption Modules (Multi-Key) to support Operations and Maintenance (O&M) of the existing radio system at Post Merida. This will allow DT/EI/NT/GTC to maintain the JVCKenwood existing radio network and help ensure the safety and security of its staff.
Devices added to the network must be compatible with existing JVCKenwood radios in the existing E&E and EAC radio programs. Using brand name JVCKenwood products ensure compatibility. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 13.106-1(b)(1). This hereby constitutes a synopsis of the options included in this requirement.
Should potential offerors believe they have an equivalent tool/service, respond to this notice by submitting written capabilities/specifications of the commercial product and/or service to both Contracting Officer Amanda Rajah at RajahAM@state.gov and Contract Specialist Cole Cook at CookCP@state.gov. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government.
A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Federal Communications Consulting (FCC).
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described above. The Government will not be responsible for any costs incurred by responding to this notice.
