Solicitation Synopsis: ALL INTERESTED OFFERORS WILL NEED TO COMPLETE AND RETURN A RESTRICTED ACCESS REQUEST (RAR) FORM (IF YOU HAVE NOT DONE SO ALREADY) IN ORDER TO BE GRANTED ACCESS TO THIS REQUIREMENT. THE FORM CAN BE FOUND UNDER THE PRESOLICITATION TAB. ONCE THE FORM IS SENT TO THE CONTRACTING OFFICER, PLEASE CLICK ON THE "REQUEST ACCESS" BUTTON BELOW.
The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Mission in Islamabad, Pakistan and its consulates in Peshawar, Lahore, and Karachi. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement.
The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government).
All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. Once the solicitation has posted, the offerors will have approximately thirty (30) business days to submit proposals. All dates are subject to change and any change will be posted on this site. No paper copies will be mailed.
Site Visits of the U.S. Mission facilities in Islamabad and its consulates in Peshawar, Lahore, and Karachi will be conducted. A site visit power point presentation will be provided. The site visit date will be listed in Section L of the solicitation.
Potential bidders need to fill out the RAR and submit up to 2 names and email addresses of company representatives that plan to attend the site visit NLT 4PM EST/ 20 June 2024. Offerors will be required to provide their contact info in order to attend the site visit (see Section L of the solicitation for specific details). PHONE CALLS WILL NOT BE ACCEPTED Offerors shall have an active registration on the System for Award Management at https://www.SAM.gov.
Offerors shall ensure that the point of contact (POC) on the Restricted Access Request form provides his/her full name, including first, middle (if applicable), and last name. The POC’s full name shall be identical to the full name in the SAM.gov database. The Offeror must also ensure that the submitting POC’s full name, including first, middle (if applicable), and last name, are identical in SAM.gov as the names appear in SAM.gov.
In accordance with 22 U.S.C. § 4864, the Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons. The contract will be awarded to the best technically acceptable proposal with the lowest evaluated price.

Offerors shall have proposals turned into the Contracting Officer NLT 12:00 EST, 16 September 2024 Amendment 04 - Incorporates the questions and answers from the site visit held 25 June 2024. Incorporates the updated exhibits for all four task orders. Offerors are instructed to utilize the exhibits issued under Amendment A004. No change on the proposal due date.
Offerors shall have proposals turned into the Contracting Officer NLT 12:00 EST, 16 September 2024 Amendment 05 - Answers some follow-up questions from Amendment 04. Please see attached Excel spreadsheet for answers along with the updated Exhibits A, S, and M for the four task orders. Also, please see the attached Base level IDIQ - Exhibit S for offerors to provide the overall price for the Pakistan IDIQ. This amendment also extends the solicitation due date out to 27 September 2024 at 12:00EST.
