NOTICE OF INTENT TO AWARD SOLE SOURCE: 374th Contracting Squadron, Yokota AB, Japan intends to award a sole source purchase order to YAMAKI CO., LTD. (YAMAKI). YAMAKI will be providing all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse collection, transportation, separation, disposal and recycling services at Camp Zama (CZ), Sagamihara Family Housing Area (SFHA) and Sagami General Depot (SGD), Japan.
The waste will include general and industrial waste. The contractor shall separate into burnable and non-burnable waste to meet Sagamihara City’s (SC) regulations as well as separate recycling material from the waste. The contractor shall transport and dispose the general waste at SC’s incinerator plant. Disposal of industrial waste is not included in this requirement and will be completed through another contract.
Required Licenses: The contractor shall possess valid permits for both General Waste and Industrial Waste under “Waste Management and Public Cleansing Law”. The contractor may not use sub-contractors to perform this service. Eligibility of the required permits shall only apply to the prime contractor. The contractor shall submit a copy of business permits prior to contact award and upon change/update/revise of business permit.
General Waste Licenses approved by SC Collection and Transportation Industrial Waste Licenses approved by Kanagawa Prefecture Collection and Transportation Waste Plastic Waste Metal Waste Glass and China Waste Wood The contractor shall transport the Genera Waste to the disposal site in SC. The contractor shall be responsible for any registration fees/permits associated with the use of the disposal site.
This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is in May 2024. Please note that this is not a request for competitive quotes/proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the service stated above.
The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
