SPECIAL NOTICE – SYNOPSIS THIS IS NOT A REQUEST FOR QUOTE The Department of Energy’s (DOE) Office of Science (SC) Consolidated Service Center (CSC) located in Oak Ridge Tennessee intends to award a sole source contract under the provisions of Federal Acquisition Regulations (FAR) Part 13 and Part 6.302-1. In support of the Department of Energy (DOE), Office of Science’s (SC) Office of Laboratory Policy (OLP), the Consolidated Service Center (CSC) plans to contract by means other than full and open competition.
This Justification for Other than Full and Open Competition (JOFOC) sets for the justification and approval for the use of one of the exceptions to full and open competition allowed by 41 U.S.C. 3304 as promulgated by Federal Acquisition Regulation (FAR) Part 6.302. The Office of Science proposes to enter into a Sole Source, Firm-Fixed Price (FFP) contract with Quality Systems Applications, Inc. (QSA) as the sole vendor responsible for making the updates to the Lab Rating Tool (LRT,), previously developed by QSA.
The Period of Performance will be from the date of award to December 31, 2024. Market research shows that QSA, Inc. is the developer of the EERE Lab Rating Tool (LRT) and has the sole technical expertise and knowledge necessary to support the LRT for the FY24 lab evaluation cycle, and thus the sole entity able to provide these services (See FAR 6.302-1(a)(2)). QSA, Inc. will support the Office of Science’s FY24 lab evaluation activities utilizing the Lab Rating Tool (LRT). This includes the following:
Complete the FY24 setup for the Office of Science for both the main version (all labs except ORISE) and the ORISE version. Help in setting up the program/lab combinations for the FY24 evaluation. Provide technical support during the evaluation period to verify and correct any reported issues with the score/grade calculations in the various reports. Participate in any orientation/training sessions for the evaluators.
This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. No known potential alternate source exists which could satisfy the Office of Laboratory Policy’s needs. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves, and must provide evidence of their capability to fulfill this requirement.
Responses must be received by 3:00 pm, EST, August 14, 2024. Responses must be submitted in writing to robert.burke@science.doe.gov, and anna.douglass@science.doe.gov. Telephone responses will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 541512 and the business size standard is $34 Million.
