Notice of Intent to Sole Source to McCloskey by OPIS, a Dow Jones Company

The Department of Energy (DOE), Energy Information Administration (EIA), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures for Certain Commercial Products to McCloskey by OPIS, a Dow Jones Company, for its McCloskey Energy and Metals Package Product. McCloskey by OPIS’ Energy and Metals Package includes information on price, trade, and statistics on international coal trade prices and quantities, as well as tracking of international coal trade.

Its North America Coal Markets report provides data, news, and analysis for coal trade for steam and met coal to support domestic forecasts and projections. McCloskey by OPIS’ Asia-Pacific Countries (APAC) & Africa Coal Markets and the Greater China Coal Markets provide helpful insights into international coal markets and its Steel Raw Materials Service is important for understanding met coal market conditions. The period of performance for this award will be a base year plus two one-year options.

This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response.

If no responses that demonstrate comparable capability are received within fifteen (15) calendar days after publication of this notice, then a sole source acquisition award will be made. Responses to this notice must be sent to Katherine.Bowen@hq.doe.gov.
