NURSE AND VOCATIONAL REHABILITATION CASE MANAGEMENT SERVICES (NVRS)

This Solicitation (1605C3-24-R-00005) is hereby cancelled. Please monitor SAM.gov as DOL plans to issue a new solicitation with a new solicitation number for this NVRS requirement. The Government appreciates the industry questions submitted for the referenced solicitation. The questions received suggest there are alternative approaches that may inform the new solicitation. Thus, the Government has decided that it is in the best interest to reconsider the approach to obtaining these services.

Therefore, to ensure the widest notice to potential offerors of these solicitation changes, this solicitation is hereby cancelled, effective as of the date of this notification and posting. The Department of Labor, Office of Senior Procurement (OSPE), Office of the Assistant Secretary for Administration and Management (OASAM) and the Office of Worker’s Compensation appreciate the time and effort to prepare proposals and submit questions in response to the solicitation.

We hope all vendors will remain interested and assist us over the next few months as we continue our due diligence to prepare to issue a new solicitation based on revised requirements. We also hope you will consider submitting proposals in response to the revised solicitation. While subject to change, DOL anticipates issuing the new solicitation as soon as practicable. Amendment 10 The purpose for Amendment 0010 is to cancel this Request for Proposal (RFP) #1605C3-24-R-00005.

Amendment 9 The purpose of this amendment is to extend the submission date and time for the receipt of proposals until Friday, April 12, 2024, at 4:00pm ET. Please continue to monitor this procurement for the revised solicitation and an updated due date for proposals.

Amendment 8 The purpose of this amendment is to notify offerors DOL plans to issue a revised solicitation for this procurement. Among other issues, the solicitation revisions will remove various references to monetary penalties in PWS Section 1.6.3. Accordingly, DOL is extending the formal proposal submission date and time to March 29, 2024, at 12:00 pm, to allow more time for DOL to review the solicitation. As part of the amendment with the revised solicitation, DOL will confirm the submission date and time for the receipt of revised proposals. Please monitor this procurement for the revised solicitation and an updated due date for proposals.

Amendment 7 The purpose of this amendment is to extend the submission date and time for the receipt of proposals until Friday, March 15, 2024, at 12:00pm ET.

Amendment 6 The purpose of this amendment is to extend the submission date and time for the receipt of proposals until Friday, March 1, 2024, at 12:00pm ET.

Amendment 5 The purpose of this amendment is to extend the submission date and time for the receipt of proposals until Friday, February 23, 2024, at 12:00pm ET.

Amendment 4 The purpose of this amendment is to extend the submission date and time for the receipt of proposals until Monday, February 12, 2024 at 12:00pm ET.

Amendment 3 The purpose of this amendment is:

1.) to incorporate an "Executive Order 14055 for Nondisplacement of Qualified Workers Under Service Contracts" into this solicitation ; 2.) to provide an updated "Section C - Description_Specifications (Performance Work Statement) 1-19-24.pdf" (cumulative changes for amendments 0002 and 0003 are written in red and highlighted in yellow); 3.) to provide an updated Q&A worksheet - "NVRS Questions-Contractual and Technical-Combined 1-19-24.xls". All other clauses, terms, and conditions remain unchanged.

Amendment 2 The purpose of this amendment to Solicitation 1605C3-24-R-00005 is as follows:

1.) to provide answers to questions received by the offerors, see NVRS Questions-Contractual and Technical-Combined.xls; 2.) to provide updated Performance Work Statement in Section C - Description/Specifications of the solicitation (changes are in red, and ighlighted in yellow); 3.) to provide updated J.3 Pricing Template attachment with ODC assumption percentage removed; and 4.) to provide additional attachments J.7 Name of Proposed Contractor Personnel and J.8 DMP Overview.

Amnd 1 This amendment is to replace the original requirement for submission of questions stated on SF 1449 Box 20. The requirement hereby has been changed from "Questions pertaining to this RFP are due by 5:00 PM EST on 12/21/2023" to "Questions must be submitted on Attachment J2 Questions and Answers Template no later than December 22, 2023, at 1:00 pm Eastern Standard Time."

The U.S. Department of Labor, Office of Workers' Compensation Programs (U.S. DOL OWCP) has a requirement for Nurse and Vocational Rehabilitation Case Management Services (NVRS) for the Nurse Intervention Program and Vocational Rehabilitation Program. The Government anticipates awarding a single award fixed priced contract from this solicitation. Questions pertaining to this RFP are due by 5:00 PM EST on 12/21/2023.
