Product Service Code: J028 – Maintenance, Repair and Rebuilding of Equipment – Engines, Turbines and Components NAICS Code: 336412 – Aircraft Engine and Engine Parts Manufacturing Description THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Bureau of Investigation (FBI) requests Lycoming engine ‘customer overhaul’ and parts for the fleet of FBI-owned Cessna G1000 aircrafts. This is a Sources Sought notice/Request for Information (RFI). This is not a formal solicitation.

Any formal solicitation will be announced separately at a later time. Information provided to the Government because of this posting is strictly voluntary and given with no expectation of compensation and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offerors or their employees regarding this requirement is strictly prohibited. The summary is as follows:

REVISED: The contractor shall provide specific ‘Customer Overhaul’ on covered aircrafts listed in the SOW Task 1.3, the TIO-540-AJ1A (HENPL-RT1F11178), an electronic magneto on the left side and a Standard magneto on the right side with fine wire spark plugs, exhaust with EGT probe holes and Roller Lifter return of the case halves and crankshaft. The (HENPL-RT1F10597) IO-540-AB1A5 Roller Lifter with EGT probe holes.

IO-540-AC1A5 (HENPL-RT10148) with EGT probe holes, the contractor shall provide all documents related to customer overhaul requests after completion including the ET001 Documentation plus an AD compliance list, 8130 Parts tag and Logbook Stick with Time identified.

The contractor shall provide as requested OEM and FAA compliant engine accessory parts for the fleet of FBI-owned aircrafts in accordance with the attached Statement of Work (SOW) dated 6 February 2026. See Statement of Work for additional information The anticipated contract type will be firm fixed price. The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request.

The North American Industry Classification System (NAICS) Code anticipated for this requirement is 336412 – Aircraft Engine and Engine Parts Manufacturing and small business size standard in number of employees for the selected NAICS is 1,550 employees Vendors shall address the following 3 components within their submittal:

1. Company Information: Please provide your - Unique Entity ID - Cage Code and SAM.gov registry status - Large or Small business status (8a, woman-owned, veteran-owned, etc.) - Point of contact, to include:

name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Number of years in business - Past Performance related to similar projects 2. Requirements/Scope: See Attached Statement of Work dtd 4 February 2026 Please ensure your response covers, at a minimum, capabilities for all requirements called out in the description.

3. Submission: The page count not including the cover page should be limited to 25 pages, 12 Times New Roman font, with a minimum of 1-inch margins. Responses are due no later than 10:00 a.m. CST, 19 Feb 26 Please send your capabilities statements and responses to this RFI via email directly to:
