Overt Armor Kit

Amendment 004 Dated 27 May 2025: The only change for Amendment 004 is to Attachment 008 the Phase III Checklist. The Phase III checklist items for the OAK -Standard DEA and OAK- Standard USMS have been updated to match the descriptions included in the Pricing Matrix. For the Phase III Checklist ONLY- OAK-Standard DEA the tourniquet holder and flashlight have been removed. For the Phase III Checklist ONLY the OAK -Standard USMS the tourniquet holder has been removed.

As of 22 May 2025, the Standard Form 30 for Amendment 002 and Amendment 003 is available in the attachments. SECTION J – LIST OF ATTACHMENTS The only change for Amendment 003 is to Attachment 002 the Past Performance Questionnaire. The attachment has been updated to reflect the correct RFP number at the bottom of each page as well the reference to the solicitation reference in the first paragraph.

The change in the first paragraph is underlined below. **Please provide the revised version of the Past Performance Questionnaire to vendors to complete. The Contracting Officer will follow up with vendors who have already submitted the previous version to update the questionnaire.

The Federal Bureau of Investigation (FBI) is seeking a suite of overt ballistic resistant soft armor and associated accessories.

The FBI has a requirement for an overt armor carrier, sometimes referred to as a tactical carrier; soft armor panels that fit within the overt armor carrier; ballistic resistant accessories compatible with the overt armor carrier (e.g., shoulder/bicep armor, neck/throat protection, and groin protection); miscellaneous carrier accessories (e.g., pouches and identification placards); a carry bag; soft armor plate backers; and replacement components.
