Multiple antenna sites are needed in order to establish and maintain effective communications for and operational control of operations. Antenna sites are essential components of communication networks used for Drug Enforcement Administration (DEA) operations and are critical to the success of operations and safety of personnel involved.

Each antenna site must be installed in the location that provides optimal antenna coverage across the channels used for operations with minimal interference from non DEA equipment and usage. For example, a radio tower on the highest building in a given area might be considered as an antenna site because it would afford the highest degree of antenna coverage with minimal signal interference.

Sites are selected based on their potential for providing the highest degree of effective antenna coverage in the areas of operation. Consequently location selected for antenna sites are distinguished from other sites due to their unique combination of physical factors, which would optimize communication support for DEA operations. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The DEA intends to award a firm-fixed price sole source purchase order to Alaska Department of Public Safety D.B.A. Division of Fire & Life Safety, 5700 E. tudor Road, Anchorage, AK 99507 for the purpose of acquiring land mobile radio service.This acquisition is being pursued on a sole source basis in accordance with statutory authority 41 U.S.C.

3304(a)(l) as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.Alaska Department of Public Safety D.B.A. Division of Fire & Life Safety is the only source with all of the required capabilities required to perform the highest degree of effective antenna coverage in the areas of operation.The NAICS code for this acquisition is 334220 with a size standard of 1,250 employees.

A determination by the Government not to open the requirement to competition based on the response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is NOT a request for proposal. However, all capability statements received by 7/5/2024 at 3:00 PM EST will be considered by the Government. Any source capable of providing the services and is interested in submitting a capabilities statement may do so electronically to Ryan Burke at ryan.f.burke@dea.gov.
