The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas, is soliciting for the provision of Educational Programming: Electrical Certificate Program for the Federal Prison Camp (FPC) Bryan located in Bryan, Texas.
The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from this solicitation. The contract period shall consist of a one-year base period, with four, one year option periods for renewal at the discretion of the Government. The North American Industry Classification System (NAICS) Code is 611519 – Other Technical and Trade Schools, (Size Standard of $21.0 Million). This solicitation is unrestricted. request.
Occupational Training Instruction will be preformed in the FPC Bryan Education Department at FPC Bryan, located at 1100 Ursuline Ave, Bryan, TX 77803. General information about FPC Bryan can be found at www.bop.gov. This is a New Requirement The contractor shall provide educational training for an estimated maximum of 15 inmates per year.
Courses taken to complete the session shall occur 5 days per week, excluding Federal Holidays; between the hours of 7:30 a.m. and 3:00 p.m., for up to 6 hours in duration, not to exceed 30 hours per week. The number of sessions and hours may be adjusted upon agreement with the Supervisor of Education and the awardee.
For the tuition cost, the contractor shall provide a comparable amount of class time to the inmate population comparable to community standards for students who attend the post-secondary institution, vocational training, or industry-based school. The Educational Programming must fall under the contractor’s umbrella of accreditation and lead to Continuing Education Units (CEU’s) resulting in the successful completion of the training program.
The organization’s accreditation will be verified using the US Department of Education Database of accredited Post-secondary Institutions and Programs (DAPIP) website (https://ope.ed.gov/dapip/#/home). Services are required to be provided by the contractor in accordance with the Statement of Work. The solicitation will be distributed solely through the SAM.Gov website. Hard copies of the solicitation will not be available. The site provides downloading instructions.

Quotations shall be submitted on or before the solicitation deadline specified in Block 8 of the Standard Form 1449, page 1 of this solicitation.
