Sources Sought Notice: Ambulance Services - Federal Medical Center (FMC) Devens

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY – Solicitations are not available currently. This notice does not constitute a commitment by the government. The Bureau of Prisons has a future requirement for Emergency/Non-emergency Ambulance Services for Adults in Custody (AIC) at the Federal Medical Center in Devens, MA. The North American Industry Classification System (NAICS) Code is 621910 (Size Standard: $22.5 million).

Most services are expected to occur but are not limited to the following Massachusetts counties: Essex, Suffolk and Worchester. Most services will have either their origination or destination as the Federal Medical Center and/or Federal Prison Camp (FPC), 42 Patton Road, Ayer, MA 01432. The contractor will agree to transport AICs to the destination requested by FMC regardless of if another hospital/airport is a shorter distance from the FMC.

The Contractor must also be available for emergency ambulance (ALS/BLS) and/or routine ambulance transport services 7 days a week, 24 hours a day, including Federal holidays. For emergent transport, the Contractor must be on-site at the FMC Devens within 15 minutes of request. The contract period will consist of a 12-month base period with four 12 month option periods for renewal. The contractor shall comply with any and all applicable federal, state, and local laws, regulations, and standards.

A government solicitation document to provide these services is being developed and a contract may or may not result. Market Research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, the government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government.

The Market Survey Questionnaire will be available on March 27, 2025, and will be distributed solely through General Service Administration's System for Award Management (SAM) web site https://sam.gov. This site provides downloading instructions. All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this acquisition.

Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the market survey is Thursday, April 10, 2025. No collect calls will be accepted. No telephone request or written requests for the market survey will be accepted.
