This synopsis is issued in accordance with FAR Part 5. The proposed action is to continue the rental for FY25 of ScriptPro’s CRS 225 Compact Robotic Systems for the United States Medical Center for Federal Prisoners (USMCFP) located in Springfield, Missouri. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).
This proposed procurement will be a single source award under North American Industry Classification System Code (NAICS) 339112- Surgical and Medical Instrument Manufacturing, with a Small Business Administration size standard of 1,000 employees. The award will be unrestricted.
In accordance with FAR Part 19, the contracting officer, based on market research, has determined there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of price, quality, and delivery.
Description of Requirement: CRS 225 Compact Robotic System, ScriptPro shall supply one (1) CR 225 Compact Robotic System. This system was originally posted for competition for a 60-month rental in FY19. In accordance with FAR Part 16, the justification for restricting consideration to an item peculiar to one manufacturer is that these are a partial replacement of existing machines for a mission essential department.
Market research indicates other companies’ similar products, do not meet, and cannot reasonably be modified to meet, the requirement. Any vendor who believes they can meet these requirements shall provide written notification to the Contracting Officer by the response deadline detailed in the Contract Opportunities Posting. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice will be solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received that show competition would be advantageous, the Government will proceed with the sole source procurement to ScriptPro.

All vendors doing business with the federal government must be registered in the System for Award Management (SAM) system.
