National Firearms Reference Collection (Specific Weapons)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is a Request for Proposal (RFP) and the solicitation document , and incorporated provisions and clauses are those in effect through (FAC) 2024-06. The solicitation number associated with this combined Synopsis/Solicitation is 15A00025R00000016. All proposals shall be submitted via email to James.Huff@atf.gov.

All Proposals shall be received by 1:00PM EST on January 27th, 2025, and shall reference Solicitation 15A00025R00000016. Proposals received after the stated time will not be accepted. Amendment #1 is hereby issued to state that all Contractors must be a Federal Firearms License (FFL) Company to be allowed to submit proposals, and proof must be provided. Contractor also must be Active in the System Award Management (SAM) database and provide their Unique Entity Identifier (UEI) number with their proposal.

Also, the closing date should be 1:00PM EST on January 28th, 2025, not 1:00PM EST on January 27th, 2025. All other terms and conditions will remain the same. Amendment #2 is to answer two (2 each) questions that were received.

Question #2: Many of the weapons on the list have sub-models that have variations such as finish, calibers, magazine capacity, etc. etc. to the weapons listed. To provide an exact match, can you provide the exact models that are required?

Answer: If the models are correct, ATF has no further preference on the sub-model. All other terms and conditions will remain the same. Amendment #3 is by issued to answer an additional thirteen (13) questions and to remove the HK model M320 Grenade Launcher for all contractors to compete on. If a contractor has already quoted the HK model M320 Grenade Launcher weapon, the weapon price will not be considered for award, but only that weapon’s pricing, all other pricing will still be accepted. See attachment named: Amendment # 3 Thirteen (13) additional Questions and Answers for the additional questions and their respective answers. All other terms and conditions will remain the same.
