Court Reporter & Transcription Services (Multiple-Award & Master BPA)

The Bureau of Alcohol, Tobacco, Firearms, & Explosives (ATF) has a competitive requirement for IN-PERSON, court reporter and transcription services NATIONWIDE per the Performance Work Statement (PWS) within the attached Solicitation. ATF is conducting this requirement under the Federal Acquisition Regulation (FAR) subpart 13.5 and anticipates such resulting in multiple-award, blanket-purchase agreements (BPAs). Interested firms must follow the instructions within the attached RFQ files.

[Amendment #0005 (Extension of Repost #07 per UnisonGlobal's MarketPlace {UGM}) hereby: 1) extends the due date for quotation submissions from 3pm Eastern Standard Time (EST) Tuesday, 6/11/2024, to 12pm EST Friday, 6/14/2024; and 2) removes the brackets added to Section 4.1(c) of the Quotation Instructions via Amendment #0004. Offerors are not required to sign the 1st page of Amendment #0005 (Standard Form {SF} 30) because it was only posted via SAM, not UGM.] Amendment #0004 (Repost #07 per [UGM]) hereby:

1) updates Section 4.1(c) of the Quotation Instructions to notate the 1st page of the standard form (SF) 1449 & SF30s needs to be signed & included with the offeror's quotation submission, not the entire solicitation/amendment & addenda;

2) attaches the revised Pricing Matrix with correct, total calculations for Years 2-5 of the Appearance Fee & Transcription Cost sections; and 3) updates Sections 4-L & 5-M to change the blue font to black &/or remove the corresponding brackets for the updates made via Amendment #0003. Said Repost also: 1) updates the lines via Unison's Marketplace to replace the 1st set of brackets with "@" & add "/0004" for the Amendment #; & 2) attaches Amendment #0004. UGM ONLY | Repost #06 per [UGM] hereby:

1) attaches the updated Pricing Matrix (with corrections made to cells H6, H10, & H11 specifically);

2) updates the Quotation Instruction references on both lines w/in UGM;

3) replaces the "NOTE" previously at the end of said lines with a shorter, equivalent calculation at the beginning of them w/in UGM; & 4) inserts cells H15 & H16 within the "Pricing Matrix" Buy Term w/in UGM. Amendment #0003 (Repost #05 per UGM) hereby:

1) extends the close date for quotation submissions from 5/15/2024 to 6/11/2024;

2) updates the Pricing Matrix to include calculations for Unison's fee;

3) streamlines & updates the Quotation Instructions in Section 4-L - Adjustments in blue font; and 4) updates Section 5-M by removing the duplicate definitions for "Recent" and "Relevant" & inserting "GOVERNMENT'S APPROACH" as 3.0, thus shifting the section #s by one (1) - Adjustments with brackets. Since the deadline for questions was April 26, 2024, the Government may not entertain additional questions moving forward.

Amendment #0002 (Repost #04 per UGM) hereby extends the close/due date for quotation submissions from 5/10/2024 to 5/15/2024, still @ 3pm Eastern Standard Time (per Attachment #005 on Unison/the 5th Attachment on SAM). Said amendment also replaces the revamped, Pricing Matrix, per Repost #03 on UGM. UGM ONLY | Repost #03 hereby attaches the revamped, Pricing Matrix to where offerors can populate the required fields w/o needing a password.

UGM ONLY | Repost #02 hereby: 1) removes the periods from two (2) of the filenames w/in UGM so both will be accessible there athough accessible via SAM; and 2) included a synopsis/summary of the Quotation Instructions in the "Seller Attachment(s)" section of this buy for the offeror's convenience. Amendment #0001 hereby:

1) releases the responses to the questions;

2) updates Section 1 of the PWS, from "170" to "256" & adds a supporting table; & 3) revamps the Pricing Matrix. Additionally, Unison's link is now also displayed & clickable under "Links" & the Primary POC has changed from Sheray Millhouse to MarketPlace Support.
