WorldShare Cataloging and Metadata Subscription & WorldShare Interlibrary Loan (“OCLC Services”)

Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Quantico, VA, has a requirement for the Marine Corps University (MCU) to purchase WorldShare Cataloging and Metadata Subscription & WorldShare Interlibrary Loan (“OCLC Services”) in support of the Library of the Marine Corps.

MCINCR-RCO intends to issue a sole source firm fixed price contract to OCLC, Inc. 6565 Kilgour Place, Dublin, OH 43017, in accordance with FAR Part 13. The Library of the Marine Corps provides access to information resources and provides research support for MCU schools and affiliated programs, as well as personnel stationed aboard MCB Quantico. As part of this mission, the Library catalogs library materials and provides interlibrary loan services.

OCLC, Inc. is the sole source for the required Cataloging, Metadata Subscription, and InterLibrary Loan Services. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 519120. This notice of intent is for information purposes only. This is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to david.laster@usmc.mil. Email communication regarding this requirement must utilize the phrase "OCLC Services" in the subject line. Responses must be received no later than 11:00AM EST on 17 July 2024 to be considered.
