The 302nd Signal Battalion intends to award a sole-source contract under the authority 41 U.S.C. 1901(e)(2), 10 U.S.C. 2304(f), and FAR 13.106(b)(1)– Simplified Procedures for Certain Commercial Items to Data Security Inc located at 300 South 7th Street, Lincoln, NE 68508. To procure a 1HPM-2 Degausser to provide destruction of electronic storage devices.

This is a specialized component and can only be procured through Data Security Inc. Degausser must be listed in the National Security Agency (NSA/CSS) Evaluated Products List (EPL) for Magnetic Degaussers for 3000 Oersted tape and 5000 Oersted (L) and (P) hard disk drives. Degausser must meet DoD specifications for purging all classified/sensitive information from tape media up to 3000 Oersteds and from longitudinal (L) and perpendicular (P) recorded hard disk media up to 5000 Oersteds.

Degausser must permanently erase all magnetic tape and hard disk drive media in one (1) pass cycle and must be listed in the National Security Agency (NSA) EPL for Magnetic Degaussers as meeting this requirement. Degausser must accept hard drives and tapes up to 1” H x 4” W x 6” D without disassembly. The HPM-2 degausser and DB-6000 destruction device fit together seamlessly on a heavy duty, steel mobile cart with a footprint of 30” x 36” and locking wheels, therefore providing the mobility required as essential.

Market research indicates no other degausser and destruction device combination comes with a cart of this size to provide the mobility required by our organization. The North American Industry Classification System (NAICS) code is 333999. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government.

All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
