National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), National Institute of Water & Atmospheric Research Limited (NIWA) out of Auckland, New Zealand for nonpersonal services to support the operation, maintenance, data processing, troubleshooting, and repair of the Dobson and surface ozone instruments. The instruments are located and serviced on the NIWA Auckland, New Zealand property.
The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) ozone instrumentation has been operating at NIWA (New Zeland National Institute of Water and the Atmosphere) since 1986 (Dobson) and 2003 (surface ozone). Both instruments are part of the global GML ozone and water vapor montioring network that has provided GML with valuable information on the global trends in ozone requirements.
NIWA technicians, scientists and personnel utilize this instrumentation facilities designated to house data acquisition systems to capture and store the data, and the expertise to carry out the mission. NIWA does not have resellers or authorized servicing vendors. This is the only source to service and upkeep the Government owned equipment and continue meeting the Mission.The instruments are currently located on NIWA property with existing infrastructure to house them.
The Dobson spectrophotometer requires a special housing structure that allows a clear view of the zenith sky for long periods throughout the day. That viewing port needs to automatically close during precipitation events, or have a window constructed of a material that is tranmittent of ultra-violet light. The same structure must also allow an unobstructed view of the direct sun for at least eight hours every day.
The structure needs a supply of electricity sufficient to run the Dobson, its accessories, and a heating/cooling unit. This structure already exists at the NIWA Lauder site and is only accessible to NIWA employees. Only NIWA employees are allowed to work on NIWA property. The Base period of performance will be from date of award through 6/30/205 and the four option years will be from 7/1/2025 through 6/30/2029.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
