The purpose of a Sources Sought (SS) is to improve small business access to acquisition information and to enhance competition by identifying contracting and subcontracting opportunities. The Government may use the information obtained from this notice to gain insight into industry capabilities and other market information. Please reference the draft Statement of Need (SON) attached to this sam.gov posting for additional context and details.
This notice is issued by the Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Office of Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) has a requirement for Plotly DE4 Platform Licenses. Technical Specifications include:
6 Dash Enterprise developer licenses (Base system and developer license, and 5 additional Developer licenses) 1 deployment server license Rapid deployment frameworks to Web server for hosting Dash data visualization dashboards Dash Enterprise development environment Drag and drop web hosted data dashboard development Core support for Plotly, JavaScript and Python libraries Integrated Vaex dataframe data model framework On-premise installation Technical support for commercial cloud installation Software developer ticketing system and developer support Git integrated development environment Accept data from NOAA’s Environmental Research Division Data Access Program (ERDDAP) data server Upgrade path to the latest version of the DASH Enterprise release Data visualization elements must be open source Full functionality does not require any proprietary data storage The applicable North American Industry Classification System (NAICS) code for this acquisition is 513210– Software Publishers.
Are you capable of providing the technical specifications? In order to gather information from industry, the agency is requesting interested firms to provide, in writing, a brief narrative and documentation to support your firm's capability meeting the technical specifications of this requirement and include your firm's name, address, point of contact, telephone number, Unique Entity ID Number (UEID), and business type and size (e.g., small, large, non-profit, educational, and so forth).
Does your company hold any Government Wide Acquisition Contracts (GWACs) that may be relevant to this work? Examples include but are not limited to General Services Administration (GSA), NASA Solutions for Enterprise-Wide Procurement (SEWP), and NOAA Mission Information Technology Services (NMITS) Blanket Purchase Agreement (BPA). If yes, please list the GWACs. Please be advised that your participation in this SS is not required to ensure participation in future solicitations and contract awards.
Participation in this SS is voluntary and the Government will not reimburse participants for any expenses associated with their participation in this SS. There is no commitment by the Government to issue a solicitation as a result of this SS. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review.
