The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kongsberg Discovery US, LLC (DBA Kongsberg Underwater Technology, LLC) located in Lynnwood, WA for non-personal services to perform annual grooms of the Kongsberg EM2040 sonar systems aboard NOAA vessels R4001, R5002, and R2802 to be performed in Muskegon and Alpena, MI.

The sole source determination is based on NOAA’s requirement that Kongsberg is the manufacturer of the EM2040 sonar system, and the only source authorized to perform work on their equipment including upgrades, repairs, and adjustments. Kongsberg also provides the necessary software and firmware upgrades, corrects bugs, and runs diagnostic tests to ensure the equipment is running at peak performance level. This reduces the risk of having catastrophic failures during the field season. The maintenance is necessary to ensure quality data collection, proper care of equipment, and to make sure equipment is functioning at the highest quality possible.

Period of Performance: date of award to April 30, 2026.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
