The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Aquatic Sensors, Inc. located in Santa Clara, CA for the purchase of ClearWater Sensors phosphate sensors to be delivered to Ann Arbor, MI.

The sole source determination is based on NOAA’s requirement that Aquatic Sensors is the only authorized distributor for ClearWater Sensors in the United States. The ClearWater Sensors phosphate sensor is a miniaturized microfluidic phosphate sensor that performs lab-grade measurements in all liquid water environments. The wet-chemistry based sensor will calculate an output in either uM or mg/L of phosphorus from In-Situ samples. It provides on-board reagent cartridges for long term in-situ deployments.

There are no other products that have been found that can meet the GLERL’s specifications. Based on the success of the sensor purchased last year, the GLERL needs three additional sensors. The instrument last year exceeded their expectations based on information transmission, performance, depth capabilities and overall quality of build. The depth rating, reagent abilities, sample ratio, and ability to store waste in an on-board canister are unique to this request and the requirements. Only Aquatic Sensors can meet the Government’s specifications and scientific requirements needed. Delivery by October 1, 2024.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
