(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ).

Submit written quotes on RFQ Number 145022-24-0018. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 (MAR 2023) (Deviation 2023-03) (DEC 2022). (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 334516. The small business size standard is 1,000 employees. You are requested to submit a technical and full pricing quote for the effort described below. Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021). Responses are due by 5:00pm EST on Thursday, May 19, 2024. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government.

Barbara Shifflett, Barbara.Shifflett@noaa.gov FIRM FIXED PRICE NOAA’s Air Resources Laboratory (ARL) conducts applied research into atmospheric chemistry and transport processes, air-surface exchange, and numerical model development and evaluation. ARL requires the purchase of one (1) aethalometer to measure black carbon concentration in the ambient air. This analyzer must be capable of fast response, easy to use, reliable, and robust.

The measurement of black carbon will contribute significantly to the on-going ARL’s research on air quality and climate. The Atmospheric Sciences Modeling Division of ARL requires the purchase of one (1) aethalometer to measure black carbon concentrations in the ambient air for field deployments on a number of research and monitoring platforms, including a mobile (instrumented vehicle) platform and an aircraft platform.

The instrument must be highly sensitive, rugged, robust, accurate, and precise, and must be capable of fast response (1 Hz). The primary goal of the black carbon measurement is to improve our understanding of black carbon emissions and chemistry and evaluate emission inventories of black carbon to reduce uncertainty in climate models. The scientific information we obtain about black carbon will inform policy makers for climate mitigation and air quality improvement.
