NOAA / FCDAS HVAC Maintenance and Support

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for technical support, maintenance, troubleshooting, and applicable upgrades for the existing Heating, Ventilation, and Air Conditioning (HVAC) system, including the APOGEE/INSIGHT systems at its Fairbanks Alaska facility.

The Fairbanks Command and Data Acquisition Station (FCDAS) is located at 1300 Eisele Road, Fairbanks, AK 99712. The APOGEE/INSIGHT systems are used by FCDAS personnel to track and manage HVAC systems for the facility, which currently includes the Fairbanks Satellite Operations Facility (FSOF), Alaska building, and Power House also located at 1300 Eisele Road, Fairbanks, Alaska.

NOAA intends to award to Siemens on a sole source basis as Siemens is the sole proprietary source for this system, having designed and installed the existing system and has unique expertise and proprietary knowledge of the hardware and software in this application. The Siemens branch in Fairbanks is the only contractor authorized to sell, install, and service this product line in Fairbanks, Alaska. Please see the attached Statement of Work for more details.

Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified points of contact. Oral communications are not acceptable in response to this notice. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort, based upon responses to this notice, is solely within the discretion of the Government.
