Intent to Sole Source – Non-Personal Services for Calibration/Maintenance and Purchase of Sea-Bird Electronic Instruments

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Sea-Bird Electronics (SBE) to procure the following:

Purchase qty. (25) SBE56 temperature sensors Repair and calibrate qty. (45) SBE56 temperature sensors Repair and calibrate qty. (8) temperature-depth recorders (TDR sensors).

Supply: Previous sensors (SBE56 temp loggers) have been purchased from Seabird Electronics Inc. and replacement sensors are needed. To ensure data and operations continuity and integrity, it is imperative that the sensors are identical for redeployment in field operations.

Service: Previous and current sensors and TDR’s have been purchased from Seabird Electronics Inc. Per the manufacturer guidelines, only SBE can repair and calibrate their equipment. This will ensure data and operations continuity and integrity and it is imperative that these identical sensors are repaired and calibrated for redeployment in field operations.

The sole source determination is based on Sea-Bird Electronics capability to meet the above requirements. Deliver by May 1, 2024 The applicable Size Standard is North American Industry Classification System (NAICS) Code 334516, with a Small Business size standard of 1,000 employees. This is a simplified acquisition with an estimated value of less than $250,000.00 Total.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 10 DAYS AFTER PUBLICATION OF THIS NOTICE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.

A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. Attachment Single Source Determination
