Notice of Intent to Sole Source - VTOL UAS

This notice of intent is NOT a request for competitive proposals and the Government does not intend to post a competitive solicitation for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and Alaskan Fisheries Science Center (AFSC), Marine Mammal Laboratory, requires a vertical takeoff and landing (VTOL) unmanned aircraft system to be used to take high-resolution photographs of cetaceans and other marine mammals. It will be launched from a small boat or from shore (in areas not accessible to boats, i.e., Upper Turnagain Arm).

The UAS shall meet the characteristics establisheed within the attached Justification. The Government intends to award on a sole source basis in accordance with FAR 13.106-1(b)(1) to:

Any responses and information received by the Government will be considered solely as market research for the purpose of making a final determination as to whether the need for a competitive procurement exists.
