Upper Air Building sites that have been converted to use Hydrogen as a primary lifting gas

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with FP2FIRE of Golden, CO for nonpersonal services for for the preventative maintenance on the Hydrogen Inflation Safety System at the Upper Air Building sites that have been converted to use Hydrogen as a primary lifting gas which were installed by FP2FIRE performed at multiple locations [Buffalo, NY (BUF), Gray, ME (GYX), Wilmington, OH (ILN), Sterling, VA (LWX), Newport, NC (MHX), Moon Township, PA (PBZ) and Blacksburg, VA (RNK)].

The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), National Weather Service (NWS), requirement with FP2FIRE. The sites were converted from helium to hydrogen. This vendor installed all of the locations within the scope of the requirement.

This knowledge allows for no down time or duplication in time and effort to bring another vendor up to the level of knowledge and expertise to bring all the systems into proper annual calibrationand warranty of the equipment at each of these locations. The warranty would be affected if another vendor was utilized. The Period of performance will be from 8/1/2024 through 7/31/2025 for the base and 8/1/2025 through 7/31/2026 for the option year.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
