Intent to Sole Source E&E News Subscription for E&E Daily, Climate Wire, Energy Wire, Green Wire, and E&E News PM This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 513120 Periodical Publishers. The Bureau of Reclamation, Denver Acquisition and Operation Branch will solicit and award a purchase order to E&E News to access the unique publications. This E&E News provides access to the following:

E&E Daily; an inside source for tracking environmental and energy issues in Congress. Energy Wire; for exclusive coverage of electric utilities, oil and gas, and the transformation of the energy sector. Climate Wire; the authority on the business and politics of climate change. Green Wire; a one-stop source for all of today’s environmental and energy action. E&E News PM; articles for key players who need to be ahead of tomorrow’s headlines.

The Government believes that only one responsible source can provide this requirement. The determination not to compete this proposed purchase order was made pursuant to the 10 USC 2304 (c)(1) and Federal Acquisition Regulation 13.106-1(b)(1)(ii), – only one responsible source and no other supplies or services will satisfy agency requirements.

The Government anticipates award by September 4, 2024. This is a notice of intent to award a sole source purchase order and is not a request for competitive quotes or proposals. This is the only Notice that will be published. A determination by the Government not to compete this requirement based upon response to this notice is solely within the discretion of the Government.

However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include:

the Unique Entity Identifier (UEI)

Number: (Formerly known as the DUNS Number), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be submitted and received, electronically to Gene Parrill via email at gparrill@usbr.gov by 2 pm MST on, September 2, 2024. Telephone responses shall not be considered. If no responses are received by the above date an award will be issued to E&E News.
