NOTICE OF INTENT TO AWARD SOLE SOURCE: The Bureau of Reclamation intends to award a sole source purchase order to Northwest Pump & Equipment Co. for the purchase, delivery, and installation of Sullair air compressor heat exchanger conversion kits, reprogramming and recommissioning of air compressors following conversion, and on-site operation and maintenance training at the Canyon Ferry Power Plant located in Helena, MT. The scope of work consists of the following two items: Item 1 ¿ Sullair compressor heat exchanger conversion kit 1) Provide and install a quantity of two (2) kits to convert Sullair compressors from water-cooled to air-cooled, with the following requirements:
a) Kits shall convert currently installed Sullair compressor heat exchangers (oil cooler and after cooler) from water-cooled to air-cooled. Installed compressors are Sullair model number 3709B, serial numbers 202009240005 and 202009250071.
b) Kits shall be Sullair part number 1004-4882 or similar.
c) Kits shall be provided by a Sullair authorized distributor and installed by a Sullair authorized technician. 2) Conduct any required control software reprogramming to account for transition from water-cooled to air-cooled. 3) Conduct follow-on air compressor recommissioning. 4) The minimum warranty shall include a full guarantee for five years for parts and labor.
Item 2 ¿ Documentation and training 1) Contractor shall include a minimum of 1 hour of on-site operations and maintenance training for power plant staff by a Factory Authorized Technician. Training shall address differences in equipment, operations, and maintenance post-conversion. The date of installation will be determined and communicated to the Contractor by the TPOC.
2) Contractor shall provide updated model specific factory operations, maintenance, and troubleshooting manuals which include parts diagrams and numbers. Provide in digital (pdf) format, in addition to three hard copies. 3) Drawings, warranty terms, and engineering/technical data documents shall be submitted with bids for verification of requirements listed within these specifications. This purchase will be made under Simplified Acquisition Procedures.
The anticipated award date is September 20th, 2024. Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is September 20th, 2024, at 1 pm Mountain Standard Time.
A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
