This is a Sources Sought Notice. This is not an RFP. The government is seeking sources to provide the following Services: The purpose of this contract is to prepare up to five (5) White-tailed Deer Management Plans / Environmental Assessments (Plans/EAs) for parks within the NER. Deer management is a multi-regional priority for the NPS.

The NER established a deer management strategy in 2021 (NPS 2021) and identified those park units most urgently in need of management action based on forest regeneration metrics (Miller et al. 2023). Action is needed to address overabundant deer impacts in these park units to ensure that natural processes support native vegetation, wildlife, and the cultural/historic landscape.

This contract will produce the environmental compliance and management plans needed to determine the best option for managing deer at multiple parks in the NER. The Plans/EAs will assess alternatives and establish a deer management strategy that supports protection, recovery, and restoration of native vegetation and other natural and cultural resources through adaptive management at each park. A Draft Statement of Work is attached to this Notice.
