Recycling Services for Yellowstone National Park

SOURCES SOUGHT ANNOUNCEMENT: The National Park Service (NPS) is conducting market research to determine the interest and capability of contractors for a possible upcoming requirement. All costs associated with providing information in response to this sources sought announcement shall be the responsibility of the firm. Any information submitted is voluntary. The NPS will make an acquisition strategy determination based on the results of all market research, including this sources sought announcement. The NAICS code for this project is 562111, Solid Waste Collection, with a small business size standard of $47M.

Overview: Scope would consist of providing recycling services to support Yellowstone National Park operations. It is anticipated that work would begin in December 2024. These services would include monitoring, collection, transportation, and disposal of recycling waste for approximately fifty sites throughout Yellowstone National Park. These sites include 23 government developed areas, 15 picnic areas/pullouts, and 12 campgrounds.

The park has a long-standing recycling program which services over four million visitors annually, and over 5,000 employees during the peak summer season. In 2023, the approximate recyclable commodity quantities collected were: - Aluminum / Steel (Steel Cans) - 12 tons - Cardboard - 65 tons - Glass - 32 tons - Paper - 16 tons - Plastics - 16 tons - Propane cylinders - 5,000 ea.

Yellowstone encompasses over 2.2 million acres with elevations over 11,000 feet, severe climate, frequent road closures, road construction, and variable seasons of operation throughout the park. It's home to over 600 grizzly bears, 400 black bears, and 100 wolves that all must be managed by natural regulation, therefore, aggressive measures to minimize wildlife habituation near recycling collection sites are strictly enforced.

Any interested firms must submit meaningful entity information to be considered in this market research. Include entity information like UEI information, capabilities, examples of similar services provided, etc. Limit responses to 5 pages or less. Any interested firms must be registered in SAM (System for Award Management) at time of response to be considered in this market research.

This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to any future solicitation announcements separately from responses to this sources sought announcement. Any solicitation that may be issued will be posted on SAM.gov.
