Synopsis - Notice to Sole Source: NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO CONSERVATION BIOLOGY INSTITUE FOR ITS ONLINE DATA CATALOG AND RESOURCE CENTER, DATABASIN. This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions.
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the Government's intent to issue a sole source contract to the Conservation Biology Institute (CBI), 136 SW Washington Ave., Suite 202, Corvallis, OR 97333, using the procedures in FAR Subpart 13.5.
DataBasin is an online data catalog that consolidates available data and enables state, federal, and local users to locate, visualize and download ocean resources and human use information such as fishing grounds, recreational areas, shipping lanes, habitat areas, and energy sites, among others. It is a collaborative effort involving federal agencies, West Coast States (CA, OR, WA, and Territory of Guam) and other stakeholders.
BOEM has a need for continued operation of DataBasin, to create valuable ocean data sets, provide access to a substantial catalog of up-to-date ocean data sets, and facilitate a platform for coordination on ocean data issues for marine spatial planning. The objectives include continued operation, maintenance, and administration of the DataBasin servers, minor updates for the California Offshore Wind Gateway, build a Gateway for Guam data and then process and curate the data, and meeting with data provides.
To do this, CBI will need to provide updates to the DataBasin web page, support for the DataBasin development team, and support for the creation of new data sets. DataBasin has become a critical resource used by BOEM as a source of data for environmental analyses and a location to share data products from BOEM's Environmental Studies Program. A multitude of various datasets already exist in DataBasin and it is the established access mechanism for the public.
The state of California has chosen DataBasin as the repository and data gateway for offshore wind planning efforts off the California coast. There is already substantial effort into using this data platform for the next phases of California planning. The Territory of Guam does not have an established data gateway platform. If DataBasin is not used for the Guam data, the BOEM will need to find another source to publish the data.
There is no other entity that provides the unique one stop services that DataBasin provides for California and Guam. Without DataBasin users would have to gather vital information from numerous on-line sources and manuals not available on-line, which is time consuming and often times lacks current up-to-date information. The anticipated period of performance is a total of five years, a 12-month base period and 4 12-month option periods. The place of performance is the contractor's facility.

However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 12:00PM Eastern Daylight Time on AUGUST 12, 2024. A determination by the Government not to compete the Government's requirements described in this notice is solely within the discretion of the Government.
