GEOCHEMICAL ROCK SAMPLE ANALYSIS - ACT LABS

THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. IT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The United States Geological Survey (USGS), Reston Acquisitions Branch, Reston, VA, intends to award a non-competitive, indefinite-quantity indefinite-delivery contract, under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Items, to Activation Laboratories, Ltd. (ACT Labs), based in Ontario, Canada.

The USGS Geology, Energy & Minerals Science Center has requirements for geochemical analysis of various rock samples, including sulfide and silicate samples, sediments, soils, waters, and solid media leached samples. ACT Labs is the only source because it is vital to past and current projects that we obtain consistent results for overall comparisons with data obtained in previous years (that occasionally go back more than 20 years) and in different but related environmental and metallogenic projects.

Samples that are analyzed by any other lab will not have the same instrument calibration or be prepared for analysis using the same separation technique. To compare results from different labs does not support data compatibility objectives. The Government intends to solicit and negotiate with only one source under authority of FAR 13.501(a). All responsible sources may submit a quotation which shall be considered; HOWEVER, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this action is 541380 and the size standard is $19 million. A vendor must be registered at https://www.sam.gov/index.html to be awarded the contract. Responses must be emailed to Susan Ruggles, sruggles@usgs.gov, no later than 03/27/2025. All information submitted should support the offerors capability to provide the items required and shall be furnished at no cost or obligation to the Government.
