IDIQ contract for laboratory services.

The U.S. Geological Survey - Pennsylvania Water Science Center intends to award a non-competitive purchase order to ALS Group USA, Corp located in Middletown, Pennsylvania, for environmental monitoring at the Letterkenny Army Depot. Letterkenny Army Depot received a Resources Conservation and Recovery Act permit from the Pennsylvania Department of Environmental Protection to analyze the open burning/open detonation areas.

This permit conducts environmental monitoring of groundwater, surface water, soils, and bed sediments at the Letterkenny Army Depots open burning/open detonation areas. USGS Pennsylvania Water Science Center has been sampling groundwater, surface water, soils, and bed sediments and processing these samples for chemical analyses at the Letterkenny Army Depot since 2016. ALS Group USA, Corp has been used since 2016 to provide the analytical results.

It is imperative that the ALS Group USA, Corp laboratory be used for future projects so the analytical results for this project can be compared to historical data.

Period of Performance 07/01/2024 - 06/30/2029 Pursuant to FAR 13.106-1(b)(1) ALS Group USA, Corp is the only source reasonable available for this requirement because they have been providing electronic data files that are partially formatted for input into the National Water Inventory System (NWIS) since 2016. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106(b)(1).
