This is a Sources Sought Notice for the purposes of conducting market research and obtaining industry information ONLY. This is NOT a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2. No reimbursement will be made for any costs associated for providing information in response to this synopsis or on any follow up information. No solicitation is currently available. The Department of the Interior (DOI) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy.

Summary: DOI is anticipating the solicitation and award of one firm fixed price construction contract to provide Design/Build services for a fully functional bridge over Baskett Slough stream in Dallas, OR. The work under this contract is expected to include but is not limited to the following:

Furnishing planning, ancillary design, facility, tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents.

Work also includes the demolition and removal of an existing steel 48¿ diameter CMP culvert, water control structure and associated appurtenances, installation of a new 60¿ long by 18¿ wide prefabricated steel vehicle bridge and abutments, installation of all other components needed for a fully functional bridge system. A composite steel concrete bridge is allowed if it is a benefit to the Service due to cost or delivery scheduling. The primary NAICS code for this acquisition will be 237310 Highway, Street, and Bridge Construction and the size standard is $45 Million.

Response Requirements: All Business Sources are encouraged to respond and should include the following information in their capabilities statement response:

(a) Business name, address, cage code, and point of contact information.

(b) Unique Entity ID for SAM.gov (c) Document capability by providing a narrative response detailing a minimum of two (2) and a maximum of (5) projects similar to those in the attached statement of work. Project information shall include final price, location, date, and a narrative description. (d) Include a statement detailing capacity to accomplish work required by the Service. (e) Responses shall be emailed to Jessica Tines (Jessica_tines@fws.gov) no later than 06/17/2025 at 10:00 AM Pacific Time.
