Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number:
140802-25-0325 Project Title: NOAA Fast Rescue Boat (FRB) Long Lead Time Material (LLTM) Procurement The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) intends to negotiate on a sole source basis with Allied Systems Company, using the procedures in FAR Part 13, to provide required LLTM required for the 5-year overhaul to be completed during the FY2026 Dockside Repair project from the manufacturer’s representative in accordance with the Statement of Work (SOW).
Allied Systems Company is the OEM of the Fast Rescue Boat and per the Allied Systems Company technical specifications, and Allied Systems Company service technicians must be used for any parts or maintenance on the davits. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing with a business size standard of 1300 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Government Entry Point, SAM.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may submit a written notice expressing their comprehensive understanding of the requirement along with a narrative statement of the company’s capabilities, including technical information to support the company’s ability to meet the requirement.
Please note, the capability statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
