Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires twenty (20) each handheld radios brand name or equivalent Motorola Mototrbo R7. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 140802-24-0216 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06. (iv) The NAICS code for this acquisition is 334220, Airborne Radio Communications Equipment Manufacturing; the small business size standard is 1,250 Employees. (v) Line items are as follows and all must be brand name or equivalent to Motorola Mototrbo R7:
CLIN 1: Twenty (20) Each VHF No Keypad/Display w/ Hazlock Battery.
CLIN 2: Twenty (20) Each Impres Li-Ion 3200 mAh Hazlock Battery.
CLIN 3: Fifteen (15) Each RM760 IP68 Windporting Remote Mic.
CLIN 4: Ten (10) Each VHF Helical Antenna CLIN 5: Two (2) Each 6 Port Multi-Unit Charger CLIN 6: Two (2) Each Programming Cables CLIN 7 Twenty (20) Each Programming (vi) Description of requirements for the items to be acquired: The vendor is to provide the items in CLINs 1 - 7 per the attached statement of need. NOTICE TO OFFERORs: Instructions for submitting quotations under this request for quote must be followed.
Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. All quotes must be submitted to the above Smart Sheet Link. Quotes at a minimum must include the following:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and SAM Unique Identifier of the Offeror;
3. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any.
5. Demonstrate understanding of the statement of work/need with a detailed material specification or data sheet, pictures of the item, and authorized OEM letter to sell or distribute their products.
6. An itemized/detail breakdown cost of the quote that will reflect the entire price under this RFQ. (That would include, if applicable, the following:
Material Cost, Labor, Travel, Freight/Delivery, Etc.).
7. A copy of the liability insurance (please ensure is up to date). (For Services Only) 8. Please provide at least three detail jobs with references performed within the past three years that are the same or similar in scope. 9.
