THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-25-Q-0011 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-02.
The National Oceanic Atmospheric Administration (NOAA), Stellwagen National Marine Sanctuary has a requirement for annual yard services for the NOAA R/V AUK. All services rendered shall be in accordance with the Statement of Work. All services shall be completed no later than August 30, 2025. Site Visit A site visit is strongly encouraged.
Offerors are strongly encouraged to inspect the vessel on which services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. Please contact the below Government Point of Contact to schedule a site visit.

Government Contact Point: Dave Slocum, 978-500-0761, dave.slocum@noaa.gov The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN/SUBCLIN unless otherwise indicated on the vendor’s quote. This RFQ is set aside for Small Business.
The associated NAICS code is 336611, Ship Building and Repairing, with a size standard of 1300. Additionally, each offeror must provide the following information with the quote:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and Unique Entity Identification (UEI) of the Offeror;
3. Fille in your quoted unit and total price/s in the space provided on this page for each CLIN 4. As requested in 1352.213-70, provide your response to the factors used to evaluate quotes to include the requested documentation to support each criterion. 5. Per 1352.271-90, provide documentation of required insurance coverage 6. Per 1330-52.222-70, provide a statement that you understand and will comply with the sexual harassment prevention and response policy.
7. Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 8. Acknowledgment of Solicitation Amendments (SF-30), if any, OFFERORS WHO DO NOT RESPOND TO ITEMS 1 THROUGH 8 ON THIS PAGE MAY BE CONSIDERED NON-COMPLIANT WITH THE REQUIREMENTS OF THE SOLICITATION AND WILL NOT BE GIVEN FURTHER CONSIDERATION FOR AWARD.
All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on January 22, 2025; any award resulting from this RFQ will be made based on best value to the Government. Factors considered include personnel qualifications, technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov . Telephone inquiries will not be honored.
Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
The anticipated award date is on or about February 1, 2025. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
