Special Notice of Intent to Sole Source: Emergency repair and replace of seawater motors/pumps

NOAA's National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) Santa Cruz, Fisheries Ecology Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with DXP Enterprises, Inc. This notice is in accordance with FAR 6.305(b).

The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement and market research to repair and replace various motors and water pumps.

Background/Overview: The Santa Cruz Laboratory (SCL) is a fisheries research facility of the National Marine Fisheries Service (NMFS), which is part of the National Oceanic and Atmospheric Administration (NOAA); Department of Commerce. The SCL site is approximately 1000 feet from the coastal surf zone, which is considered harsh environment for building structures and their systems. The facility is a two-story, 56,000 square foot building which serves approximately 150 researchers and support staff.

Their work consists of laboratory and experimental research that is designed to manage and conserve marine fisheries resources including marine, coastal, and estuarine habitats. Activities associated with this effort include conferences, meetings, chemical and biological experiments, aquarium “wet” studies, videotape studies, and computer-based modeling and statistical studies.

Scope of Work The Southwest Fisheries Science Center, Santa Cruz Laboratory requires three-phase pump repairs, and several VFD replacements to the boiler water system, condenser water system and chilled water system. The contractor shall furnish nine (9) VFDs and install four (4) of them. The contractor shall also replace six (6) motors to support three-phase pumps. Services shall be complete in all respects and include labor, tools, materials, equipment.

Subcontracts, and all support for engineering and engineering plan drawings including any and all work required for this Scope of Work. Tasks The contractor shall complete the following tasks.

Task 1: Pump (P-1) 5 hp boiler pumps.
