This Sources Sought was updated on January 10, 2024 in order to provide the list of companies that responded to Sources Sought 1333LB23JB00000002SSN. This Sources Sought Notice (SSN) is in support of Market Research being conducted by the United States Census Bureau (USCB) to identify potential sources and to determine if this effort can be a competitive Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement.

The government does not intend to award a contract solely on the basis of this market research. No funds are available to fund the information solicited.

The USCB, located in Suitland, Maryland, is requesting information, pursuant to FAR 10, in support of Market Research to identify potential sources for the Center for Behavioral Science Methods (CBSM), and various Census Bureau directorates working in collaboration with CBSM, in support of Expert Reviews, Qualitative Data Collection, Quantitative Data Collection, Behavior Coding, and project management support.

The proposed North American Industry Classification Systems (NAICS) Code is 541720 (Research and Development in the Social Sciences and Humanities), which has a corresponding Size Standard of $28.0M. The Government is specifically interested in all types of Small Businesses capable of performing these services. The government requests that interested parties respond to this notice, if applicable, and identify your small business status for the identified NAICS code.

Additionally, please provide any anticipated teaming arrangements, along with a description of similar services (similar to the performance work statement attached to this source sought notice) offered to the Government and to commercial customers for the past three (3) years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.

The contractor shall be capable of furnishing all required labor, material, facilities, equipment, etc. to accomplish the CBSM and various Census Bureau directorates support services needed.
