8/21/2025: Add Amendment 0001 SF30 which extends the proposal due date from September 18, 2025 to October 9, 2025. All dates indicating a submission deadline of September 18, 2025 are also extended to October 9, 2025. The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) is requesting proposals for a contract to provide Space Weather Observations - Mission Operations Services (SWO-MOS).
SWO-MOS is a single-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide a multi-mission operations service architecture to support all Space Weather Next (SW Next) space weather environmental observations. Individual supplies and service requirements under the subject contract shall be further defined at the task order level.
Proposals submitted in response to this solicitation shall be due no later than 1:00 PM Eastern Time on September 18, 2025. Potential offerors are reminded that all communications pertaining to this procurement shall be directed only to the Contracting Officer (CO) and the Contract Specialist (CS) now that the solicitation has been released. Proposal preparation costs associated with this solicitation will be completely at the offeror’s expense and will not be reimbursed by the Government.
In addition, the CO is the only individual who can legally obligate the Government to the expenditure of appropriated funds in connection with this procurement. The posting for this requirement contains a Bidder’s Library List providing the document name and access control type for Uncontrolled and Controlled Unclassified Information (CUI) documentation that forms a basis, in whole or part, for the SWO-MOS requirement.
Instructions for access to the Bidder’s Library are found below in the Attachments to this solicitation. Offerors are encouraged to submit questions as soon as possible for consideration. Offerors must submit all questions concerning this solicitation in writing to the Contract Specialist, Mr. Recarlo Applewhite at Recarlo.Applewhite@noaa.gov (cc Procurement Contracting Officer, Ms. Maryann Orellana at Maryann.Orellana@noaa.gov).
Questions should be received no later than 12:00 PM (Noon) Eastern Time on August 25, 2025. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
Note: Effective with the NOAA FY26 Congressional Justification, the project name for 'Space weather Observations at L1 (SOL)' is transitioning to 'Space weather Observations at L1 to Advance Readiness (SOLAR)'. The current documentation including documentation related to the model task orders reference the former project name (SOL), however, offerors should be aware that the project will be referred to as SOLAR going forward. Final contract and task order documents will reflect the updated name.
