NOAA/NESDIS/WCDAS - Spectrum Analyzers

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the combined synopsis solicitation and no separate solicitation announcement will be issued; a quote is being requested.

This combined synopsis/solicitation is being issued as a Request for Quote (RFQ) No. 1332KP24Q0097 for three (3) Basic Keysight Spectrum Analyzers (Part Number N9321C) for NOAA’s Wallops Command and Data Acquisition Station (WCDAS). This is a sole make model requirement and no substitutes are allowed. New items are required not refurbished. The RFQ clauses and provisions are those in effect thru Federal Acquisition Circular 2024-05. This acquisition is being solicited as a 100% Small Business Set Aside.

The NAICS code applicable to this requirement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, Size Standard is 750 employees. The Government anticipates a Firm, Fixed Price (FFP) contract. Only one award will be issued as a result of this solicitation via issuance of simplified acquisition/commercial award. Be advised that this RFQ does not commit the Government to pay any cost for the preparation and submission of a quote.

In addition, the Contracting Officer is the only individual who can legally obligate the Government to the expenditure of appropriated funds in connection with this procurement.

Questions shall be received no later than 3:00 PM Eastern Standard Time (EST), Tuesday, August 13, 2024. All questions or comments submitted shall include the solicitation number in the subject line. The Government will attempt, but does not guarantee, that it will answer questions submitted after the time and date specified above.

Government responses will be provided, without identification of the questioner, via formal amendment to the RFP. Phone inquiries are not permitted.
