This is a re-compete of current Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract. The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), intends to negotiate on a sole source basis with Vestdavit, Inc., using the procedures in FAR Part 13.5, to perform required system grooms, inspections and repairs on current Government Owned Property manufactured by Vestdavit.
Vestdavit is the only known authorized service center for performing calibrations, recertification, and repair services on this property. The statutory authority for other than full and open competition is 41 U.S.C. 1901 as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).
The North American Industry Classification System (NAICS) code for this acquisition is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a business size standard of $8.0M. This is not a solicitation for competitive quotes, nor will one be posted on the Government Entry Point, SAM.gov.
A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
However, if any interested party believes that it is capable of meeting the requirements outlined in the attached draft Specifications, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may submit a written notice expressing their comprehensive understanding of the requirement along with a narrative statement of the company’s capabilities, including technical information to support the company’s ability to meet the requirement.
Please note, the capability statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Any notice, to include all supporting documentation, must be received on or before 1:00 PM EDT on June 2, 2025.
