THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305M224Q0074 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03. The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Office of National Marine Sanctuary, Gray’s Reef National Marine Sanctuary, has a requirement for maintenance repair service for the 38’ NOAA Research Vessel Sam Gray, Hull Number R3601.
The vessel is home ported at the Gray’s Reef National Marine Sanctuary, 10 Ocean Science Circle, Savannah, GA 31411. Contractors quoting on this RFQ must be within 150 miles by highway of the homeport address. A site visit is highly encouraged prior to submitting a quote. A site visit may be scheduled by contacting the Technical Point of Contact, LTJG Cassidy Ring at cassidy.ring@noaa.gov or 912-598-2432.
Period of Performance is April 15, 2024 – July15, 2024. Contractors must demonstrate through submission of past performance their experience in working with aluminum vessels powered by outboard engines. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA).
Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1300 Employees.
Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided.
Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4491, Revision Number 25, dated December 26, 2023. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 11:00 A.M. Eastern on March 28, 2024. Telephone inquiries will not be honored.

Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Quotes must be submitted via electronic means (e-mail) by 3:00 P.M. Eastern on April 1, 2024; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). Quotes must be submitted electronically via e-mail to Wendy.Culbreth@noaa.gov. The anticipated award date is on or about April 10, 2024. The Government does not accept responsibility for non-receipt of quotes.
